As an aside, Chris at PedalPawn is a great guy. When I had an issue with a pedal he went above and beyond to rectify the issue and was always super responsive and pleasant to deal with.
Seller's done nothing wrong at all imo, and still offered a refund straight off the bat. Sorry OP

Dirty laundry isn’t a good thing to hang on your line. If you aren’t happy with the condition of a secondhand item and you are offered a full refund… and you don’t accept. One has to wonder what those reasons are.
Threatening to ruin someone's livelihood is not something you should be proud of doing, all over something you've been offered a resolution on from day 1? The trading standards and reputation smearing should be reserved for life changing cowboy builder incidents, not stuff like this.
EDIT: Funnily enough I just looked back and the first thing I also did was offer them the option of a refund.

Looking at the original pics from Reverb, though, I would say that a) you can see there are some marks on the case, and the seller has mentioned that in the blurb, but IMHO, b) They are a bit more than "pick marks" from careful use. They're the sort of scratches that you get when another pedal with sharper metal edges comes loose and scratches the one closest.
It does seem to me that the seller has been overpositive in saying "Used - excellent". They're not surface or finish scratches you can remove with T-Cut, they're deeper than that. "Used - very good" would have covered it, though.
In Japan however, it is the complete opposite. I have bought used items that is listed as "damaged", but the only damage was the box, in the corner, where the there is some frailing on the cardboard. The whole thing is even unopened and unused but it is sold as. "pre-owned - damaged, Condition B".
One needs to be aware that people in the UK oversell, you have to lower your expectations a few notches and don't get me started on people listing items are "Mint" and then follows straight on with "but...." They are a massive contradiction and people are too stupid to even realise what they are doing as it is the norm when selling things here.
I tend to go with the Japanese way, set your expectations LOW, so when the buyer gets it, they cannot be disappointed, but i seldom sell anything anyway.
