I'm pretty sure it was, I was at uni, and my child was at primary school in Southampton, I can distinctly remember being told and receiving letters telling and reminding me that playing conkers, and bringing conkers into schools was against the school rules due to health and safety, and was something that was taken very seriously.
I keep a few at either side of my front door, to keep out spiders, That's how I was told it works, or rather is meant to work.

Now it's nut allergies being used as an excuse to ban them, even though they aren't technically nuts.
Allergies are possible, but are usually harmless to the vast majority of people. More ignorant overreactions. Sigh...
