Does the guitar have a bound fretboard?
The fret slots are cut to a uniform depth on a jig in the factory, but sometimes a bit of debris or glue ends up in the slot close to the binding and the tang of the fret won't go down any further no matter how many times you tap it or how firmly you clamp it. Perhaps the fret has always been raised. You can get bespoke "fret setting" tools that have a curved edge that you can use to press down on and hold the fret while gluing, or to tap the fret down. You can improvise with a piece of wood or similar to see whether the fret end can be pushed down into position or whether something in the slot is blocking the tang. If it can be pressed down into place but springs back up, you can hold it in position with your improvised tool while gluing it. If it won't press down, the fret will probably have to be pulled, the slot scraped out right to the edge, and the fret (or new matching fretwire) hammered and/or glued back into the slot.
