Obstructive/stiff fine tuners can be cured with new, straight string block lock screws.
You don't happen to have an arm as well do you? Again if so how much would persuade you to part with it?
Everything seems to work okay and just needs a good soak in 3-in-1 I think.
I'm not certain what an original JT-6 arm and bushing look like. Mine was converted to the push-in type years ago.
CORRECTION
It was always a push-in type. I have the bushing and fittings. I do not have the official arm but an Ibanez one fits.
That won't cure the skinny zinc sustain block.
A Jem arm goes in but is a bit loose and doesn't really engage with the clip.
I find the clip extremely fussy about engaging with the notch in an arm. I have a bunch of spurious bent wire clips meant for another brand. Those need bending with pliers to persuade them to engage reliably.
The other thing that helps is to add a star washer between the hex nut and underside of the baseplate.
I'm not one of those eBay scalpers asking over $300 for a thirty five year old vibrato that is known to be fundamentally shite. (Despite this, I wouldn't change my JT-6 for the world.)
I can include a complete replacement bushing with the correct clip and fastening screw.

FWIIW, I upgraded my JT-6 with a brass Feline big block. My only grumble is that I have lost some upward bend travel - a stunt to which I rarely resort anyhow.

My mistake. The Fat Cat JT-6 sustain block is cold rolled steel.
