Protools perpetual - can I upgrade it now?

I remember last year that they started forcing everyone onto a subscription plan, @octatonic mentioned it I think

I'm having some issue today with firing up Protools, it's saying the protools hardware is not installed, and something about media center

Anyway, looking at the Protools site, it's now offering an "Annual Perpetual upgrade & support plan"
the FAQ is vague and self-contradictory

Have they changed their mind - is this just a normal upgrade that will carry on working after a year?
